Treatment Alternatives and Diversion CY17 Competitive Funding Update

As a result of recent expansions of the Treatment Alternatives and Diversion (TAD) program to over $4 million annually, TAD projects are now operating in approximately half the jurisdictions in the state. TAD projects include a broad spectrum of activities ranging from pretrial diversion at the initial prosecutorial decision making stage,  to treatment courts, and alternatives to revocation, all based on local needs and project design requirements. 

As required by state statute, the TAD program is funded on a five-year cycle and is scheduled to be awarded to counties and tribes on a competitive basis for calendar year 2017.  There is a potential for further expansion of the TAD program to over $6 million for calendar year 2017 and this competitive process is a critical step in determining the funding distribution for the upcoming five-year cycle. 

TAD Competitive Funding Timeline

In order to prepare and inform local jurisdictions, the Wisconsin Department of Justice (DOJ) has developed a timeline of key dates for this competitive process.  The complete timeline is attached.  Important milestones for local jurisdictions include:

  • February 24, 2016: A local programming survey is distributed to jurisdictions throughout Wisconsin (more details on the survey below).
  • March 16, 2016: Survey responses are due to DOJ.
  • April 19, April 26 and May 3, 2016: In April, DOJ and its partner agencies will be hosting three regional TAD Grant Writing Trainings around the state.  These free trainings will be open to all counties and tribes and will focus on the TAD grant application requirements.

  • After May 3, 2016: After the last training on May 3, the TAD grant announcement will be released to all counties and tribes statewide.
  • July 19, 2016: TAD applications are due in DOJ’s Egrants system.

DOJ Sponsored Grant Writing Trainings

In April, DOJ and its partner agencies will be hosting three regional TAD Grant Writing Trainings around the state.  These free trainings will be open to all counties and tribes and will focus on the TAD grant application requirements.  The dates and locations for these trainings are as follows: Tuesday, April 19: Outagamie (Appleton, WI); Tuesday, April 26: Dane (Madison, WI); Tuesday, May 3: Eau Claire (Eau Claire, WI).

Local Programming Survey

In order to collect baseline data necessary for the planning and implementation of the TAD competitive funding cycle, DOJ has developed a survey for counties and tribes to complete to gauge the current level of programming in your local jurisdiction, as well as your jurisdiction’s readiness and intent to apply for TAD funding. 

Completion of this survey is crucial to provide local program data to inform and further develop the TAD program, as well as a number of related statewide efforts, including the Evidence-Based Decision Making (EBDM) Initiative.  The survey will also be used to develop an interactive map of local programming and contact information, which will be displayed on the State Criminal Justice Coordinating Council (CJCC) website.  The map will provide centralized access to local programming information and will be a valuable resource to counties and tribes statewide.  The survey will also be used to inform training for local agencies, both on the development and enhancement of local evidence-based treatment court and diversion programs, as well as on planning and developing grant proposals.  The survey is being disseminated to counties and tribes statewide and participation in the survey is a critical step in the preparation for the TAD funding process.
