In March 2021, the MPD created an Addiction Resource Team (ART) to fulfill the Active Outreach and Naloxone Plus deflection pathways. The ART is comprised of officers specifically trained in addiction, and peer support recovery coaches. The ART is supported by an MPD Data Analyst who daily queries 911 call data to identify addresses where a suspected, non-fatal opioid related of overdose occurred. The Data Analyst then helps the ART create and prioritize their visit list for that day. Usually midafternoon on most weekdays, the ART uses an unmarked MPD mini-van and travels about the City of Madison looking to make contact with individuals who have recently overdosed. Once contact is made, individuals are introduced by MPD to Peer Support Recovery Coaches from Safe Communities Madison-Dane County. A conversation then occurs with the individual and information provided on available community treatment resources related to Substance Use Disorder. The ART also offers "harm reduction" to the individual or household by providing Narcan/Naloxone in the event of another overdose in the future.

In September 2023, MPD modified ART and rather than one dedicated officer, the MPD now uses an ART cadre of over 30 officers who have been trained in how to approach and engage with individuals who have recently survived a non-fatal overdose. ART Cadre officers paired with Peer Support Specialists from Safe Communities work four-hour overtime shifts, Tuesday through Thursday, between the hours of 2:00 p.m. and 8:00 p.m. The Data Analyst continues to create the outreach visit list that identifies specific individuals and addresses who are eligible for an ART visit as a result of a recent non-fatal (or fatal) drug related overdose.
